Lobbying The County To Help Someone In Their Geared To Income Program

I've wrote a detailed summarized letter to my local Geared To Income Housing program. Someone in town was approved for a scooter without the requirement of a ramp being satisfied prior to the delivery of the equipment. Now the scooter is desperately needed but there is no way of getting it out of their unit.

I am asking geared to income housing if there is a way to make this unit accessible for the scooter until an accessible unit becomes available. The research I've done online suggests the best approach would be a locked shed with an electrical outlet for recharging.
