Someone Blocked My Drive Way Again With Their Vehicle

Yet again someone has parked blocking my drive way. This is right in front of a "no parking / private drive way" sign the city posted. The challenge this creates for me is that I can't be loaded with my wheelchair onto a para-transit vehicle for transportation to my medical appointments or chores, friends can't park on my drive way to provide practical help for me (right now the street is full of parked cars because of a near by funeral home's small parking lot) and if I needed to call 9-1-1 for a medical emergency with myself an ambulance would have serious challenges reaching and assisting me. The vehicle is being ticketed and towed by the city. I hate to do this. If this was Thursday morning it would be a real challenge getting me to my upcoming medical appointment.
