Car Blocking My Drive Way

This morning another car blocked my drive way. This presents a serious logistical challenge to me. Para-transit vehicles legitimately need the space indicated on the side of their vehicles to load and unload a wheelchair user.
Last year the city offered to put up a 'Private Drive Way, No Parking' sign to discourage this because it had become such a nuisance. It amazes me that people park right in front of this. With the sign in place I have the co-operation of the city for tagging and towing vehicles for doing this as necessary.
If someone legitimately needed to use my drive way I would let them. In fact I would prefer it. I have to make sure that I am able to be transported to my medical appointments and friends have access to my drive way when they come to periodically help me.
