Planning Wheelchair Foot Rest Modifying

I've won the eBay auction for the actuator. It should arrive in 3 weeks. The mounting brackets I've purchased are also from an Asian country. They will be here in 4 to 6 weeks. The remaining hardware I require (nuts, bolts and a hinge) may be purchased at a local big box hardware store and is kept in stock.
For the management of pain I have an appointment with my family doctor on January 6th 2017. My pain control is an ongoing discussion. I already have permission to use extra. I don't want to do anything that would challenge my family doctor's trust in me and my responsible use of my pain control medications.
