Ordered Electronic Components For A Sump Pump Battery Backup

I've just spent some time talking with a friend. He is a licensed electrician. I wanted advice concerning seeing up a battery backup sump pump. Specifically I want to include a numeric cycle counter in my wiring. This is so I may know the number of duty cycles the battery backup sump pump is using. The significance of this is to indicate of the main sump pump has died and I need to replace it. If the number rapidly increases I need to investigate if the main sump pump has failed.
My friend has also advised me of which battery charger to purchase. The unit is efficient. It will draw electricity when needed and not use my electricity when the battery is fully charged. It is designed not to cook the battery on the inside and wreck it. To go with this I need a battery box so in the event the battery explodes it will be contained.
My friend that is a licensed electrician wants me to buy a second counter. The second one will be for measuring time. Specifically this will be to determine how long the sump pump pit is taking to empty. This is so I will sense that it is wearing out and may replace it before the basement floods. So if "normal" is 12 seconds to pump the water out of the sump pump pit and now it is taking 20 seconds the pump should be replaced before it fails.
The idea is for my basement not to flood. It is about protecting my furnace and hot water tank. It would be an $8,000 bill to replace both if damaged by water. This isn't to mention the inconvenience this would cause.
